  • Demonstrated leadership as Senior Executive Director in charge of Shipbuilding and Surface Combat & Weapon Systems Contracts, Shipbuilding Contracts Division, Dept of the Navy (SES)
  • Delivered on-time award of hundreds of high-value, complex contracting actions including Ford Class Aircraft Carriers, Virginia Class Submarines, Guided Missile Destroyers, Special Mission Ships, Combat Systems, Guns and Missiles
  • Directed the Supervisor of Shipbuilding contracting offices responsible for overseeing and administering ship construction and overhaul contracts
  • Assessed critical contractor business systems including purchasing, estimating and earned value management
  • Oversaw a complex supply chain network consisting of hundreds of critical material suppliers with subcontracted material valued in excess of $3B annually

Phyllis Paris

Phyllis delivers 25 years’ shipbuilding industry experience, encompassing Supply Chain Management director-level roles; International Program Management, including business capture, for FMS and direct commercial sales; as well as proposal management for domestic new ship construction and repair programs. Since 2003, Phyllis has been a proposal professional. In 2016, she formed Designautics to deliver business capture and proposal development services to federal contractors with focus on the marine industry and adjacent industries. While our focus has been marine related, experience has shown that the systems-engineering focus inherent in ship and ship system design-build-test programs is directly applicable across multiple industries, from IT to combat systems to services, for defense contractors and for the commercial sector.

John Ingram

John brings over 40 years of leadership in complex surface combatant ship program management, design, construction and test, delivery and sustainment. His lessons-learned are encyclopedic, and his perspective encompasses both the USN and industry from having achieved top-ranked success in executive roles. John’s expertise was gained as Vice President of Operations at Sayres and Associates, and while serving in key major acquisition roles for the Navy. In the AEGIS Shipbuilding Program, John assisted in the design, construction, and delivery of dozens of first-line complex combatants. This includes delivery of 8 ships as the AEGIS Shipbuilding Program Manager, in addition to 4 ships while serving as the Navy’s onsite Supervisor of Shipbuilding in Bath Maine (SUPSHIP Bath). As Supervisor, he led a diverse team of over 350 persons, responsible for all aspects of contract administration and technical support for the programs in construction there. John has in-depth knowledge that can be applied to help you deliver outstanding, predictable and repeatable performance in order to build customer satisfaction and trust.
